Your Express Entry ITA gives you 60 days to upload a complete application. For most applicants, the slowest piece is not the forms or the proof of funds. It is the police certificate.
If you have lived in three countries since age 18, you need three police certificates. Each one is issued by a different government, on a different timeline, with its own quirks. Some take a week. Some take three months. A few cannot be applied for from outside the country at all.

When Express Entry Requires a Police Certificate
IRCC's official guidance requires a police certificate from every country (other than Canada) where you have lived for six months or more in a row since the age of 18.
Three points trip up applicants regularly:
- The six-month rule is consecutive, not cumulative. Three separate two-month stays in the same country do not require a certificate. Eight consecutive months does.
- It applies to current residence too. If you live in the country you are applying from, you still need its police certificate.
- It is by country, not by city or state. One certificate covers the whole country in most cases (the US is a notable exception, see below).
You upload each certificate to the relevant slot in your e-APR. If you are an accompanying family member aged 18 or older, the same rules apply to you separately.
Validity: Most Are Good for 12 Months
A police certificate must be issued within the 12 months before you upload it. For countries you no longer live in, IRCC also accepts a certificate issued after you left that country for the last time, even if it is older. For your current country, it must be recent.
If processing takes long enough that your certificate expires while your file sits in queue, IRCC may ask for a fresh one. Track your background check timeline against community data so you can plan re-requests if needed.
Country-by-Country Process
India: PCC from Passport Seva or Embassy
Indian applicants apply for a Police Clearance Certificate (PCC) through Passport Seva if they are in India, or through the Indian Embassy/Consulate if they are abroad.
- In India: Apply online via Passport Seva, book an appointment at a Passport Seva Kendra (PSK), submit documents (passport, address proof, photos). Most PCCs are issued same-day if no police verification is triggered. Address-history mismatches trigger field verification, which can take 4 to 8 weeks.
- Abroad: Apply through the local Indian mission. Processing typically takes 3 to 6 weeks. Some missions require an in-person visit; others accept postal applications.
- Fee: Around INR 500 in India, varies abroad.
Common gotcha: Indian PCCs sometimes come back with the issuing officer's signature in only the local language and no transliteration. IRCC will accept it, but if the document looks ambiguous, include a certified translation of the seal and signature block to avoid an RFE.
Philippines: NBI Clearance
The National Bureau of Investigation (NBI) clearance is straightforward and fast.
- In the Philippines: Apply online at clearance.nbi.gov.ph, pay the fee, book a biometrics appointment, and pick up. Most applicants finish in 2 to 5 business days.
- Abroad: You can apply through the Philippine Embassy, but most applicants get a renewable account on the NBI online portal and use the Quick Renewal option, which mails the certificate internationally.
- Fee: PHP 130 to 200 plus mailing fees abroad.
For Express Entry: Select the "Travel Abroad" or "For Immigration" purpose when applying. The certificate must show this purpose. A clearance for local employment is not the same document.
Nigeria: Federal Police Clearance Certificate
Nigeria is one of the trickier ones. Apply through the Nigeria Police Force online portal for the Police Character Certificate.
- Process: Register online, pay the fee, submit biometrics at an approved enrolment center, wait for review at Force Headquarters in Abuja.
- Timeline: Officially 2 to 4 weeks. In practice, expect 4 to 12 weeks. Some applicants wait longer.
- Fee: Approximately NGN 25,000 plus enrolment center fees.
Common gotcha: The certificate must be issued by the Federal Force Headquarters in Abuja, not a state police command. State-level certificates are routinely rejected by IRCC. Confirm before you pay.
Pakistan: Character Certificate from Local Police
Pakistan does not have a single federal certificate. You apply at the District Police Officer (DPO) office for each district you have lived in for six months or more.
- In Pakistan: Visit the DPO with your CNIC, passport, two photos, and a written request. The certificate is issued within 1 to 2 weeks for most districts.
- Abroad: Apply through the Pakistan Embassy or High Commission. They forward the request to Pakistan, which adds 6 to 12 weeks.
- Multiple districts: If you lived in two districts for over six months each, you need a certificate from each. IRCC has accepted a single "consolidated" character certificate from the Special Branch in some cases, but the per-district approach is safer.
China: Notarized No Criminal Record Certificate
China issues a Notarial Certificate of No Criminal Record through a notary public office (公证处).
- In China: Apply at any notary office in your city of residence with your hukou, ID card, and passport. Issued in 5 to 15 working days. The certificate is bilingual (Chinese + English) and pre-notarized for international use.
- Abroad: This is the hardest case. Most notary offices require an in-person visit by a relative carrying a notarized power of attorney from you. Plan 8 to 16 weeks.
Common gotcha: The certificate is valid for only 6 months for IRCC purposes, shorter than most other countries. Time your application accordingly.
United Kingdom: ACRO Police Certificate
The ACRO Criminal Records Office issues UK police certificates online.
- Process: Apply online at acro.police.uk, upload ID and proof of address, pay the fee. Express service returns the certificate in 2 working days; standard takes 10 working days.
- Fee: GBP 95 for express, GBP 65 for standard (as of mid-2026).
- Format: ACRO posts a physical certificate to your address. They will also email a PDF copy on request, which IRCC accepts for upload.
For Express Entry: When ACRO asks the reason, select "Visa / Immigration." The certificate is then issued in the format IRCC expects.
United States: FBI Identity History Summary
The US is the one country where IRCC explicitly requires a federal (not state) certificate. You need an FBI Identity History Summary, also called an FBI Background Check or "rap sheet."
- Process: Apply through the FBI eDO portal, get fingerprinted at an approved Channeler or law enforcement agency, submit, and download the result.
- Timeline: With an FBI-approved Channeler, you can get results in 1 to 3 business days. Direct FBI processing takes 2 to 6 weeks.
- Fee: USD 18 to the FBI plus the Channeler's fee (typically USD 50 to 90).
Common gotcha: A state-level background check or a local police letter is not acceptable. IRCC will reject it. Use a Channeler for the fastest result.
United Arab Emirates: Good Conduct Certificate
If you lived in the UAE for six consecutive months or more, you need a UAE Good Conduct Certificate.
- Currently in UAE: Apply through the Ministry of Interior smart app or website, pay AED 50 to 200 depending on whether you need attestation, and receive it within 1 to 5 working days.
- No longer in UAE: This is the painful one. You must use the ICA channels and provide a residency-period reference letter. Many applicants need to coordinate with a former employer or an agent in the UAE. Plan 4 to 12 weeks.
Gotcha: Some applicants are told they need MOFA attestation. For IRCC, attestation is not required. The standard certificate is sufficient.
Saudi Arabia: Absher Police Clearance
Saudi Arabia issues a police clearance through the Absher platform for current residents, or through the Saudi Embassy for former residents.
- In Saudi Arabia: Apply through Absher, pay the fee, and pick up at a local police station. 1 to 2 weeks typical.
- No longer in Saudi Arabia: Apply through the Saudi Embassy in your current country. Processing can take 2 to 4 months. Start this one early.
Australia: AFP National Police Check
The Australian Federal Police (AFP) issues the National Police Check used for immigration.
- Process: Apply online at afp.gov.au/police-checks, select "Code 33 - Immigration / Citizenship to a country other than Australia," upload ID, and pay.
- Timeline: Most certificates are issued within 15 business days. Many come back in 2 to 5 days.
- Fee: AUD 42 standard.
Tip: The "Code 33" purpose code is the one IRCC expects. Other codes (employment, volunteer work) produce a less complete certificate.
General Rules for Countries Not Listed Here
If you lived in a country not covered above, follow this approach:
- Find the official issuing authority. IRCC maintains a country-specific instructions page with the named authority for most countries. Use their guidance over third-party agents.
- Apply for the purpose of "immigration" or "visa abroad." Local employment or housing certificates often omit information IRCC needs.
- Get an English or French translation if needed. Certificates in other languages need a certified translation plus an affidavit from the translator.
- Apply through the embassy if you cannot return. Almost every country accepts mailed or embassy-routed applications for citizens abroad. The cost is the time it adds.
Common Mistakes That Trigger an RFE
The most frequent reasons IRCC rejects a police certificate or asks for a new one:
- Wrong issuing authority. State-level when federal is required, or local police instead of the named national body.
- Wrong purpose code. A "local employment" or "internal verification" certificate may omit fields IRCC needs.
- Expired certificate. Issued more than 12 months before upload, or older than 6 months for China.
- Missing apostille or notarization where the country requires it. Mostly relevant for countries that issue uncertified printouts.
- Untranslated certificates. Even if the seal looks formal, IRCC needs an English or French version certified by a competent translator.
- Skipping a country where you lived 6 to 12 months while studying. A semester abroad counts if it was continuous and crossed the six-month threshold.
How to Plan Around Police Certificate Timing
For most applicants, the smart move is to start your police certificate applications before you receive an ITA. Once you have your CRS score and you know you are competitive in the next few draws, line up:
- Your current country's certificate. Order it 2 to 4 weeks before you expect an ITA.
- Any country where you lived 6+ months in the last 10 years. Start the slowest ones (Nigeria, Pakistan via embassy, China from abroad) as early as possible.
- The fast ones (UK, US via Channeler, Philippines online, Australia) can wait until after ITA.

Frequently Asked Questions
Can I upload an expired police certificate if I am still waiting on a new one?
No. IRCC will mark the document as missing and your e-APR will not be considered complete. Upload only when you have a valid certificate. If your ITA window is closing, request an ITA decline if needed and re-enter the pool, rather than submit incomplete.
Do I need a police certificate for a country I only visited briefly?
No. The six-month consecutive residence threshold is the trigger. Tourist trips and short business visits do not count.
My spouse is included on my application. Do they need their own certificates?
Yes, if they are 18 or older. The same six-month rule applies to each accompanying family member separately.
What if I cannot get a certificate from a country?
IRCC accepts a letter of explanation in narrow circumstances (war, lack of diplomatic relations, the country's authority refusing to issue certificates for emigration purposes). Document every attempt you made before relying on this.
Does a police certificate stay valid once IRCC has it?
For the country you no longer live in, yes, in most cases. For your current country, IRCC may ask for a refreshed certificate if processing extends beyond 12 to 18 months. Watch your portal for messages.
Police certificates are usually the longest single-document task in a complete Express Entry application. Start them early, get the right one the first time, and you remove the most common reason files get held up in the first weeks after AOR.
